Hale
Noah is the Managing Director and Head of Development at Fairstead, where he oversees LIHTC development activities across 28 states. With a career dedicated to expanding affordable housing, Noah has led the creation of thousands of homes nationwide, earning national recognition for quality, including EarthCraft Development of the Year and NAHB Affordable Development of the Year. He considers himself a housing advocate first, actively contributing to the national conversation on the future of the industry.
Since assuming leadership of Fairstead’s development team in 2023, Noah has directed the rehabilitation and development of more than 4,000 affordable homes and led the firm’s nationwide expansion of its public housing platform. Under his leadership, Fairstead has secured more than $750 million in new development financing, with projections to exceed $1.5 billion by the end of 2026. He is currently leading the development of Fairstead’s first ground-up affordable housing community—the $120 million, 207-unit Samuel Madden Homes redevelopment in Old Town Alexandria, Virginia. Delivered in partnership with the local housing authority, this project marks a transformative shift in Fairstead’s ability to both preserve and build new housing in historic, high-barrier markets. The company is also on track to close on an additional 800 units of ground-up construction in 2026.
Noah’s leadership in creating Fairstead’s public housing platform has driven the preservation of nearly 2,000 public housing units through RAD conversions, with another 2,000 currently in progress. He is also overseeing the launch of Fairstead’s South Florida development office, a major milestone in the company’s regional expansion.
Beyond his work at Fairstead, Noah sits on the board of the Affordable Housing Tax Credit Counsel and the Affordable Housing Developers Counsel, helping to advance financing tools and best practices for the industry’s future. Locally, he serves as Commissioner for the Delray Beach Housing Authority and Vice Chairman of the Delray Housing Group. Noah holds a BS in Resource Economics from the University of Florida and a Master’s in Real Estate Development from Georgetown. Along with his wife and three children, he divides his time between New York City and Delray Beach.
