Joy Horak-Brown is the founding President and Chief Executive Officer of New Hope Housing, Texas’ leading provider of affordable, permanent Housing + Services. Since joining as the organization’s first employee in 1993, Joy has built New Hope into a nationally recognized leader in innovative, supportive housing solutions that restore dignity, build resilience, and strengthen communities.

Under Joy’s leadership, New Hope Housing has grown from operating just 40 studio-efficiency apartments to more than 1,800 high-quality apartment homes across 13 communities in Houston — with additional properties under development.

Since inception, New Hope’s mission has expanded to meet the evolving needs of Houston’s most vulnerable populations, including the formerly homeless, families and individuals with modest incomes, and Seniors (55+).

Under Joy’s leadership, New Hope Housing has secured over $285 million in debt-free financing and served more than 15,000 individuals. Joy continues to champion affordable housing as a cornerstone of thriving, equitable communities.
