Vice President of Development
Mrs. Latsha holds a bachelor’s degree in Philosophy from the University of Texas at Austin and has been involved in affordable housing since 2005. She started as a project/new business manager for the Cesar Chavez Foundation, a non-profit corporation, where she was responsible for the production of the organization’s affordable housing developments in Texas.She joined the Texas Department of Housing and Community Affairs in 2012 as the Competitive (9%) Housing Tax Credit (HTC)Administrator and was promoted to Director of Multifamily Finance. In that capacity she was responsible for the application process and review, allocation, award and closing on all multifamily funding sources administered by the agency, including multifamily revenue bonds, HTCs, and direct loan funds. Mrs. Latsha joined Pedcor Investments in 2015 and is Vice President of Development, where she primarily sources transactions financed with housing tax credits and tax-exempt bonds. She has served on the executive committee for her neighborhood organization, volunteered at St. Austin Catholic Parish, and was elected to the Texas Affiliation of Affordable Housing Providers (TAAHP)board in 2018, where she is currently President-elect. Mrs. Latsha also serves on the board of Community Housing Resource Partners. She is a proud wife and mother of two and enjoys running, hiking, Astros baseball, and tracking her car.
