Elaine Magil joined Cinnaire in 2021 as its Senior Vice President, Equity.  Elaine leads Cinnaire's 20-person equity underwriting team as they analyze and close transactions on assets associated with the Low-Income Housing Tax Credit (LIHTC) program, as well as various state housing tax credit programs and both federal Historic Tax Credits (HTC) and Investment Tax Credits (ITC).  Cinnaire is a multi-regional, non-profit LIHTC syndicator and CDFI operating primarily in Midwest and Mid-Atlantic markets.

Elaine has a spent nearly 20 years in community development, working not only in LIHTC equity investing but also asset management, lending, and human services. Prior to joining Cinnaire, she served as Director of Affordable Housing Advisory & Transactions for TCAM, a third-party asset manager and consultant to affordable housing organizations nationwide. Before TCAM, Elaine was a Senior Associate in Acquisitions for a national LIHTC syndicator and Senior Manager of Strategic Initiatives at a large multi-service non-profit agency. She began her career as a bi-lingual affordable homeownership counselor supporting first-time homebuyers.  She is a frequent writer, presenter, and educator on a range of topics in affordable housing, including the ins and outs of asset management, valuation at disposition, linking asset management with underwriting, and staff development.

Elaine earned a B.S. and M.S. from Georgetown University an MBA from Boston University.  She serves on the Steering Committee of Women in Housing and Finance - Pennsylvania, the Board of Directors of ACTION Housing, and is active with ULI Pittsburgh.
