Mr. Spencer is dedicated to developing and implementing strategies to increase the organization’s capacity to identify, measure and improve its program outcomes and impacts. He has over 13 years of experience working in the emergency shelter, rapid re-housing, and permanent housing system for persons experiencing homelessness, serving a wide range of populations including persons living with mental illness and addiction, victims of domestic violence, persons living with HIV/AIDS, LGBTQ+ persons, and Veterans. He has over six years of experience managing government funded programs including US Housing & Urban Development Continuum of Care (HUD COC) grants, Florida Department of Children and Families funds, and City of Orlando and City of Jacksonville grants.
