Carmen Chubb is President and Principal of Columbia Residential, a leading real estate development and management firm specializing in mixed-income, mixed-finance housing. With a distinguished career spanning public service and real estate, Carmen is a recognized leader in affordable housing policy, development, and community investment.
Before joining Columbia Residential, Carmen served as Chief of Staff to former Atlanta Mayor Keisha Lance Bottoms, where she was a top advisor overseeing key city operations, personnel, policy initiatives, and legislative affairs.
Previously, Carmen spent 25 years at the Georgia Department of Community Affairs, ultimately serving as Deputy Commissioner for Housing. In this role, she led statewide housing policy, programs, and financing, managing critical resources such as HUD and Treasury funding, Housing Tax Credits, and Housing Choice Vouchers, and Mortgage Revenue Bonds. Her leadership shaped affordable rental housing, homeownership initiatives, and programs for individuals experiencing homelessness.

As an Atlanta business leader, Carmen is an active member of the Leadership Atlanta and Leadership Cobb. Carmen serves on several boards including the Chubb Foundation, Community ImPACT, the UGA Center for Housing and Community Research, Open Doors Atlanta, and the ULI Livable Communities Council.
